AFTER MY PEONIES HAVE FLOWERED AND DIED OFF , CAN I CUT THEM DOWN WITHOUT INTERFERING WITH NEXT YEARS GROWTH ? THANKS

You can cut off the faded flowers, but leave the foliage intact until fall. After frost kills it then you can cut down the foliage. The plant needs its foliage for photosynthesis to rebuild its strength so it can bloom again next spring.
