my tomatoe plants are growing very high. by tooping them would the green tomatoes rippen faster.

Ripening is going to depend on the weather -- warm sunny days -- so topping would not change the speed of ripening. Sometimes gardeners will clip off immature fruit and tip the vines in the fall to try to send as much energy to the remaining immature fruit as possible so they will size up before frost. I would not recommend that in midsummer as it will reduce the rest of your crop.
