Rose mallow is a common name for a type of hibiscus. Did you search on hibiscus? There are many varieties, some with larger stamens and/or blossoms. If you can't place it among more hibiscus options, check with Albuquerque's street maintenance division (or the HOA, etc. responsible for that median). Good luck!
