When can you cut the tops off of peonies?

Peony foliage should be allowed to die down on its own before you cut it off. Wait until after the first hard frost blackens the foliage (usually in mid-November) then cut it off at soil level and remove it from the garden. In the spring, when the soil warms, your peony will sprout healthy new foliage.
