hibiscus has red spiders w/webs and white little specks HELP! WHAT DO I DO?

Based on your description it sounds like your tropical hibiscus has a spider mite infestation. This can be treated with a commercially formulated insecticidal soap applied per the label directions. Be sure to treat all parts of the plant including the undersides of the leaves and the stems. In between treatments you can also rinse the plant with plain water from the garden hose to discourage spider mites.
