Answer: Monrovia's mandevillas are cutting grown so it is not likely, but certainly possible, that the plant was mislabeled. Since you have experience with mandevillas, you are probably providing exactly the right growing conditions so I can only surmise that the plant is immature and therefore not producing blooms of the size and color it is capable of producing. I'd give it a little more time to become established and mature. I think you'll find it performs as expected. (If, based on your experience with mandevillas, you're really concerned, you might contact the nursery to see if they will exchange the plant for you.)
