Here in southern California, when is the best time to water, morning or evening?

In the summertime, watering in the morning will rehydrate plants and soil, helping prepare them for the hot afternoon temperatures. Watering in the morning will also allow the foliage to dry before nightfall, which will help them avoid fungal diseases. If you have a choice, early morning is best.
