In your region the selection among evergreens is very limited, especially if the site is at all windy. Your best choice would probably be some type of juniper. Alternatively, you could use a cotoneaster. Although it is not evergreen, it does hold its foliage late in the fall, as does privet. Most evergreens are slow growers, so if speed is important you might want to consider some of the faster growing deciduous plants. I would suggest you work with your local county extension and local professionally trained nurseryman to determine which would be the best solution for your particular site, based on a more detailed understanding of the specific growing conditions (sun, wind, soil type, etc) where you want to plant this and your overall design goals.
