Gaillardia grows best in hot, sunny weather and in soil that is well drained and not too rich. A location in less than full direct sun all day can limit flowering. Sometimes a cool or cloudy season will delay blooming. And, overfertilizing with nitrogen can encourage foliage and vegetative growth at the expense of flowering. I hope this helps you trouble shoot.
