Is it too early or hot to replant lettuce and spinach? Also, if I leave peppers on the plant to change to their mature color, will it hinder production? (I know picking stimulates growth and I'm afraid of not having as many peppers.)

Ripening peppers to to red will slow production, yes.

You can try replanting spinach, but I would recommend successive plantings. It is still too hot for lettuce. When you plant, dig a slightly deeper than usual furrow, water the furrow, then plant the seed. Water lightly and cover with a board to keep the soil moist and cool. Remove it as soon as they start to germinate.
