i have 2 2year old shrubs and they are badly diseased. can they be saved? will they grow back? it looks like fungus. any spray?

Based on your description I am not certain what is wrong with your shrubs, it might be a disease or it might be an insect such as scale. You need to have a specific diagnosis first before you can decide how to treat it. I would strongly suggest you consult with your local county extension to find out what is wrong with them, then based on knowing that you can decide how to proceed. If it is something that can be treated, they will have the most up to date information on what to use and how/when is best to use it for the maximum result. I hope it is nothing too serious.
