I would like to transplant my Snowmound. When is the best time to do that and does the current size of the shrub have any effect on how well it will survive being transplanted? It's rather large.

The best time to transplant snowmound spirea is in during the dormant season - late fall through winter. The size shouldn't make any difference in terms of survivability, as long as you take as much of the rootmass as possible when moving. You can prune it back just before transplanting to make it easier to handle.

Best wishes with your garden!
