According to Sunset Western Garden Book, zone 10 includes the high deserts of Arizona and New Mexico, as well as your part of California. The weather doesn't really warm up enough until about mid-March for plants to begin to grow, so there's not much point in rushing the spring planting date.
You can start some seeds indoors now so you'll have transplants to put into your garden in March and April. If you're itching to get out and garden, why not spend some time amending your garden beds with compost or other organic material so the planting areas will be all ready for your new plants?
