I bought three Muraya Paniculatas, gave two away to a friend. Her's have blossomed well, mine has never blossomed. The plant is healthy and vigorous, but instead of blossoming, will have something that looks like it is going to blossom(bud which never mature or open).

Murraya paniculata flowers best in full sunshine. If yours is getting too much shade, it may be reluctant to flower. I've also found that too much nitrogen fertilizer will retard blooming. Make sure your plant is getting all day sunshine and is planted in moist, humus rich, well drained soil. Water thoroughly, then allow the top inch of soil to dry out before watering again.

Best wishes with your garden!
