My pansies are beautiful green healthy plants; however, there are no blooms. I've fertilized with a "quick start" liquid as directed; at the time I transplanted them and again in 14 days. Have I over fertilized or what?

It's possible you have given them too much fertilizer. You can try pinching back the plants to promote bushyness. New flower buds will appear as the plants mature. If you keep pinching off the dead blossoms, plus a little bit of the stems, the plantswill continue to put out new growth and develop new flower buds. Give them a little time - they'll bloom profusely when they're ready.
