Shearing simply means removing most of the new growth (leave 1" of new growth) so that your potentilla retains an attractive shape, remains dense (no bare spaces), and flowers well. You can shear your potentilla in the early spring, just as new growth begins. This will redirect the growth of the plant and keep it neat and tidy.
