Keeping in mind that deciduous plants lose their leaves in the winter, you may want an evergreen plant for your fence. Several are suitable, both broadleaf evergreen such as laurel, and needled evergreen such as arborvitae. Photinia is always a good choice. It's fast growing and the new leaves are red in spring, changing to green when mature. Other suggestions include Abelia, Leyland cypress, Holly, Myrica californica (Pacific wax myrtle), and Viburnum.
