Could you recommend a type of sweet pea for my area that would be hardy year to year?

You're looking for the perennial sweet pea, Lathyrus latifolius. The vines grow up to 9 feet and bloom from June to September if not allowed to go to seed. Flower colors range from reddish purple to white to rose. It's often grown on a trellis orfence for support.
