SURPRISE BOUQUET? PLUMBAGO (Plumbago auriculata 'Monott') has the deepest blue flower color. This plant provides huge clusters of vivid, deep blue and pure white. The flowers cover this sprawling, densely mounded vine-like shrub most of the year. Provides reliable color as an evergreen ground cover, bank cover or container plant. Great for erosion control. Full sun. Moderate grower to 5 feet high, 6 to 8 feet wide.

In comparison, IMPERIAL BLUE PLUMBAGO (Plumbago auriculata 'Imperial Blue') is a vigorous, semi-evergreen shrub which produces abundant phlox-like clusters of deep blue flowers throughout the warm months. Long, arching branches hold handsome medium green leaves. Well suited as a hedge or for covering slopes or banks. Tender perennial. Full sun. Fast growing, arching to 5 feet tall and as wide.

ROYAL CAPE? PLUMBAGO (Plumbago auriculata 'Monott') has huge clusters of vivid, deep blue flowers which cover this sprawling, densely mounded vine-like shrub most of the year. Provides reliable color as an evergreen ground cover, bank cover or container plant. Great for erosion control. Full sun. Moderate grower to 5 feet high, 6 to 8 feet wide.

For the deepest blue, I'd choose Surprise Bouquet Plumbago.
