Answer: The Ensete shouldn't damage the fence because the top of the plant is tender (not woody). It won't hurt the plant to remove the offsets (called pups). That's one of the ways new plants are produced. Ensete is not tolerant of frost so if your garden (or your neighbor's) receives frost this winter, the top of the plant will die down and the root mass can be easily transplanted. If your garden is frost-free, the plant can still be dug and transplanted, but if it's large it will be quite a job. When the plant flowers, it will die so you may not have to do anything - it may disappear on its own.
Best wishes with your landscape!
