I planted Varigated Dwarf Weigela in the fall of 2005. The plants have grown to about 2 ft stems and did have some flowers in 2006. What care or triming is required this fall (2006) or spring of 2007?

Weigela flowers on new wood so if you choose to prune, you can do so in the early spring. Pruning now might encourage new growth, which will not be frost hardy. Wait until spring for any pruning. You can safely prune back about one-third of the plant without harming it.
