Some of my Blue Mist Spirea had full buds but never bloomed. Now the leaves are dying much earlier than the ones that are still blooming.

Your Blue Mist Spirea sounds as though it is struggling. Developing buds that never open and early loss of foliage can be due to stress of some kind; over or under watering, early frost, fertilizer burn, etc. Make sure your spirea is getting adequate sunlight and that the soil drains well. Next spring you can prune away any winter damage and feed your Blue Mist with a balanced fertilizer. Water deeply during the spring and summer months and it should bloom well for you next year. Hope so!
