How long before a 3 gallon potted cherry bomb japanese barberry reaches is full maturity (height and weight)?

This is not a fast grower. The growth rate for your plant will depend in part on the specific location where it is planted as well as on the weather each year, but you might see a foot or so of growth a year. Once it approaches the three to four foot range, it will still take several more years for it to really fill in and take on the look of a mature plant however.
