We have a low area that is partially shaded and has a few inches of standing from late Fall to early Spring. It dries out in the Early Summer. What types of plants and grasses would thrive there?

There are a number of plants that don't mind wet feet, especially in the winter when they're dormant. Try Phyllostachys (Black Bamboo), Iris, Sagittaria (Arrowhead), Schizostylis (Kaffir Lily), Japanese Ribbon Grass, Viburnum (Snowball), Scirpus (Zebra Rush), Primrose, Lysimachia (Yellow Loosestrife), Fritillaria (Snake's Head), or Hosta.
