My perennial flower bed is located next to a large White Pine and the wind drops all the needles into the bed. Is is OK to leave the needles as a mulch for the bed or should they be removed?

Pine needles can be a good natural organic mulch, especially if you are growing perennials that like an acidic soil. Otherwise, you could mix them with other mulch materials and/or compost them along with other ingredients and then use that as mulch for flowers or shrubs.
