Can I bring my fuchsia in to my home and grow them over winter? If so will they keep flowering?

Fuchsias don't make very happy houseplants. You can leave yours outdoors. As the weather cools, the leaves will drop and growth will stop. Find a place outdoors that remains above 35F and allow your fuchsia to rest for a few months. Don't water, but do keep it from freezing. In February or March you should see some swelling on the stems. At that time resume watering. Your fuchsia will leaf out and begin flowering when the weather warms.

Best wishes with your fuchsias!
