Because of warm winter, my floribunda rose has a lot of buds. Can I prune now, or will that just encourage growth too early?

If you prune now, you'll encourage new growth that will be susceptible to frost damage. Wait until spring really arrives and then prune as usual, even though you'll be pruning off this early growth. Your rose bush will be healthier for your patience!
