Most perennials bloom for just a short while, although the bloom season can sometimes be extended if the weather is favorable, and shortened if it is hot and drier than normal. The white puffs would be sead heads that normally develop once the flowers fade. You can cut them back after blooming, or wait until frost kills the stems and cut them back in either late fall or very early the next spring.
