I apologize for this delayed reply to your gardening question and hope it is still helpful to you. Azaleas should grow fine beneath pines. It may be due to dry soil, pot bound roots from the original planting container or other such root related things. If they still are not responding after another season of watering properly and some periodic fertilizing (with a product for acid loving plants such as Miracid) they may need to be replaced with healthier more vigorous plants.
