I apologize for this delayed reply to your gardening question and hope it is still helpful to you. Your plants have probably recovered fine from the ice. Remove any broken limbs and prop any bent trunks or branches back into place for a month or two to restraighten them. Covering shrubs is fine even with ice. You just can't fully predict weather and the cover does more good than harm.
