I'd suggest draping the plants with bird netting rather than golf netting. Bird netting is very lightweight and won't affect the growth of your shrubs; golf netting is heavier and could weigh the plants down, restricting their growth and giving them an odd appearance. If you use bird netting you can drape it directly over the plants; golf netting should be draped over support posts adjacent to the plants so it doesn't weigh the branches down.
