Small Limbs - Knowledgebase Question

Last year I planted a crepe myrtle and small pussywillow tree. This spring something is cutting the limbs from them. Its like someone took a sharp knife and cut them off in a diagonal. Even my small new burning bushes. Can you tell me what it is and what I can do?

I wonder if someone is purposely cutting off those small branches? To my knowledge, there are no garden pests (animals or insects) that could make a clean cut as you describe. If an animal were gnawing on the branches, you'd see tooth marks; if an animal or heavy bird were climbing or sitting on the branch and it broke, you'd see splintered wood. Sorry I can't help you solve the mystery!
