Dogs and cats are creatures of habit and changing those habits can take a long time. The best thing you can do is dilute the urine as soon as possible by flooding the area with fresh water. I'd work on retraining the dog, flooding the areas he/she uses, and temporarily fencing the most susceptible areas so the urine doesn't build up and kill the roots of your plants. Wish there were an easier solution!
