We recently moved, and the former residents of our new home appear to have spread dog manure and then mulch over every existing garden/landscaping spot in the yard. Can I plant flowers or vegetables in this, or do we have a problem here?

Thanks,
Melissa

First thing I would suggest is removing the dog manure. Dog manure can contain pathogens.

For this reason I would be hesitant to plant vegetables now where the dog manure has been sitting; I would wait for at least a year. Ornamental plants however should be fine.

The mulch can be raked aside and re-used around ornamental plants. Again, I would use fresh mulch around vegetable plants.
