when can I apply a Lawn fertizer?; and when is the best time of the year to apply if it is no to late.

Surprisingly, the best time to apply fertilizer is in the early fall. If you apply only once a year, that would be the time to do it. However, you can certainly fertilize in the early spring and possibly again in early summer. Use a slow release granular fertilizer and follow the label directions for how much to use.
