Larkspurs and Mugho shrub - Knowledgebase Question

Hi... I am in zone 5. Ive seen Larkspurs at nursery centers. Are they annuals? or do they reseed and come up again? Do they grow easily from seed?
I have some Mugho evergreen shrubs that need some trimming. When can I do this safely? I just want to take about 6 inches off on some branches. How much can I safely take off? Thanks, Dorian

Larkspur (Consolida ambigua) is an annual. They are easy to start from seed and will reseed year to year.

Trim evergreen shrubs in late winter/early spring just before new growth starts. Don't remove more than one-quarter of the plant in a growing season.
