HOW WILL I KNOW WHEN THE GROUND IS AT ABOUT 50 DEGREES SO I CAN PLANT BULBS?

You could use a soil thermometer to check it, but the rule of thumb is to wait until early June for planting the heat loving summer bulbs. It really depends on the weather each year. Your local county extension might be able to help you with the timing for your local neighborhood, also.
