How do I get rid of weeds and underbrush to start a flower bed? Also is it too soon to plant grass seed?

To clear a flowerbed you can dig and pull the weeds and other plants, or you can use an herbicide containing glyphosate; read and follow all of the label directions. Another option would be to cut all the vegetation down very short, then cover with several layers of damp newspaper, then top that with a heavy layer of mulch. In a few months the area should be smothered enough to work the soil and plant.

Grass seed can be planted now, but it will not germinate until the soil warms up a little more. The best time to seed is actually in late summer to early fall.
