we moded into a home last year where the builders put down burmuda seeds, they did not take. We would like to try it again, where do we start

I suggest starting from sod. Cut into strips and planted about a foot apart with good watering and some fertilizer that bermuda will fill in completely by the end of the season or even earlier. Seed is fine to if you can find a good semi dwarf variety. Just rake in the seed lightly and keep the area moist until the seed has a few weeks to sprout and get established well.
