my questions is can a cinder block raised garden bed lined with a coat of tar on the inside leach into the soil and contaminate my vegetables?

I would avoid using tar in a vegetable garden. The chemicals can leach into the soil and contaminate plants, especially root veggies such as turnips and carrots. If the cinder blocks are already coated, I'd use the bed for ornamentals only and plant my veggies in a different garden site.
