do i cut the old off of my butterfly bush the new is comming up from the middle and bottom but all the old from last year is still on it

Yes, cut it back and remove older branches that died back during the winter. Be careful not to damage the new growth when you prune off the winter damaged branches. You can however pinch off or lightly trim just the tips of the new growth to encourage branching if you wish. Enjoy your butterfly bush this summer!
