which annuals and perennials are good if i want to conserve water. and will also survive the texas heat

Annuals are typically not very water conserving but some good options include purslane and portulaca, Dahlberg daisy, and fan flower (Scaevola). Perennials include many types of succulents, Bulbine, purple heart (Setcreasea), Blackfoot daisy, and pink skullcap.
