You should be able to put a few inches of mulch over the bare soil in the beds. As the plants spread you can either help them along by pushing the mulch out of the way of the runners when they begin to root, or you can simply allow the roots to find the soil all on their own. Either way, it's difficult to stop evening primrose from spreading!
