I live in New York and I have children. I would like to know what kind of plants are good to have indoor and outdoors (in the balcony) and easy to take care of?

Some easy to grow houseplants include philodendron, aloe, African violet, and sanseveria. For the sunny balcony you might try herbs such as basil, and perhaps a cherry tomato plant, along with some flowers such as petunias or marigolds. For a shady area you might enjoy impatiens and coleus. Please keep in mind that many common plants are toxic if eaten. Your children should be taught not to eat plants unless they are harvested under supervision of an adult.
