Trim Weeping Willows? - Knowledgebase Question

I have a three-year old weeping willow that I have trimmed in the past, to keep it a few feet from the ground. I see that the branches are not growing where trimmed, but are putting out

That is up to you. The tree will be fine either way. It comes down to your aesthetic preferences. That tree will be determined to grow in the weeping form no matter what you do. You can remove entire shoots back to the trunk to encourage more growth in height but I would just go by what is appealing to you.
