Neighborhood Front Entrance - Knowledgebase Question

I'm planting some flowers in my neighborhood front entrance which has an area of 5 x 5 and I want to know what perennials you recommend that look good together and that meet the following criteria: ( I want there to be color for spring, summer and fall)

1. short in height
2. drought tolerant
3. sun tolerant
4. provide color throughout most of the year
5.low maintenance

It is difficult for plants to have color all three seasons, and be short, and drought/sun tolerant, and be low maintenance. Here's my best shot at meeting most of those specs. I suggest you consider Salvia 'Mystic Spires', Lantana 'Gold Mound', and Celosia 'New Look Burgundy'.
