Roses sometimes march to a different drummer. They take their cues from the weather and when they are ready to start growing, they will. It's possible the shrubs are suffering a little transplant shock which could set them back a few weeks. Once the roots become established, the roses will begin to grow. Just keep them watered as required and they will reward you with lots of healthy new growth and dazzling flowers. Enjoy!
