I just planted two Dynamite Crepe Myrtle trees last
week. The past couple of nights we have had a hard
freeze, 18 - 20 degree, and my plants look pretty
bad. My question is simply, will they come back or
will I need to replant? Thank you.

There's no way to tell immediately after a frost whether plants will come back. Often foliage looks terrible, but if the root system and trunk survived, it can send out new growth. At this point, the best thing to do is wait. Make sure the trees have sufficient water as temperatures warm, so they aren't stressed. Good luck!
