feasible method for composting in small plot at my apartment that would be ok w landlord--plot is approx 4ft wide and 30 ft long

You could use one of the covered bins, these are about three by three feet across and relatively unobtrusive, usually black or green plastic. There are tumblers, these are drums raised on a frame and look mechanical but tidy. You could sheet compost, shredding the material and spreading it in a thin layer over the garden as mulch ongoing rather than accumulating it. Or you could trench compost, digging in the material over a small area and moving the length of the garden over time. I hope this gives you some ideas.
