when can I replant them they have been growing about five to seven years where they currently are and range from 4 foot to 8 foot in hight

These will be very difficult to transplant successfully because they are so big and the rootballs will be so large and heavy. You will need rootballs several feet across, maybe as wide as four feet for the eight foot tree, and over two feet deep. Based on my experience it would be better to plant new ones rather than try to dig and move them to a new location. But if you try it, do it in the early fall.
